Just one day after we laid out what Goldman’s revised forecast for the Fed’s “NOT A QE” will look like, which for those who missed it predicted that the Fed would announce “monthly purchases of about $60BN for four months, split across Treasury bills and short maturity coupon Treasuries, in order to replenish the roughly $200bn reserve shortfall and support the pace of growth in non-reserve liabilities”, the Fed has done just that and moments ago – well ahead of consensus expectations which saw the Fed making this announcement some time in November – the US central bank announced it would start purchasing $60BN in Bills per month starting October 15. This will be in addition to rolling over “all principal payments from the Federal Reserve’s holdings of Treasury securities and the continued reinvestment all principal payments from the Federal Reserve’s holdings of agency debt and agency mortgage-backed securities received during each calendar month.”

In short, the proposed schedule is virtually identical to the one Goldman “proposed” yesterday, one which sees the Fed purchase a grand total of $100BN or so in TSYs the near term, and one which is meant to “engineer a one-off level shift of roughly $200bn over the course of four months.”

But wait there’s more, because just as today’s surprising spike in repo use suggested, mere “NOT A QE” may not cut it, and just in case, in order to provide an “ample supply of reserves”, the Fed will continue with $75BN in overnight repos and $35 billion in term repos twice per week, “at least through January of next year.”
Powell Says ‘Time Is Now’ for Fed to Grow Balance Sheet, But It’s Not QE

Where the Fed’s announcement differs from Goldman’s proposed POMO schedule, is that this appears to be a far more aggressive form of “NOT A QE” because as the Fed notes it will continue well into the second quarter of 2020, meaning it will last beyond the 4 months proposed by Goldman, to wit: “in light of recent and expected increases in the Federal Reserve’s non-reserve liabilities, the Federal Reserve will purchase Treasury bills at least into the second quarter of next year in order to maintain over time ample reserve balances at or above the level that prevailed in early September 2019.”

The Fed’s proposal indicates that between the continuation of repo operations, and the net $60BN balance sheet expansion, the Fed’s balance sheet will reach roughly $4.2-$4.3 trillion some time in Q2 2020.

In light of recent and expected increases in the Federal Reserve’s non-reserve liabilities, the Federal Open Market Committee (FOMC) directed the Desk, effective October 15, 2019, to purchase Treasury bills at least into the second quarter of next year to maintain over time ample reserve balances at or above the level that prevailed in early September 2019. The Committee also directed the Desk to conduct term and overnight repurchase agreement operations (repos) at least through January of next year to ensure that the supply of reserves remains ample even during periods of sharp increases in non-reserve liabilities, and to mitigate the risk of money market pressures that could adversely affect policy implementation.

In accordance with this directive, the Desk plans to purchase Treasury bills at an initial pace of approximately $60 billion per month, starting with the period from mid-October to mid-November. These reserve management purchases of Treasury bills will be in addition to the Desk’s ongoing purchases of Treasury securities related to the reinvestment of principal payments from the Federal Reserve’s holdings of agency debt and agency mortgage-backed securities. Detailed information on the schedule for reserve management purchases of Treasury bills will be announced on or around the 9th business day of each month on the Treasury Securities Operational Details site.

Consistent with this directive, the Desk will roll over at auction all principal payments from the Federal Reserve’s holdings of Treasury securities. As Treasury bill holdings mature, the principal payments will be rolled into new Treasury bill securities.

In addition, at least through January of next year, the Desk will conduct overnight and term repo operations to ensure that the supply of reserves remains ample and to mitigate the risk of money market pressures. Term repo operations will generally be conducted twice per week, initially in an offering amount of at least $35 billion per operation. Overnight repo operations will be conducted daily, initially in an offering amount of at least $75 billion per operation. So with a combined firepower between POMO and Repo in the $100s of billions per month, someone will still have the gall not to call this QE 4 “NOT A QE”?

Why yes: the Fed itself, because the last thing the Fed needs is for pundits to start asking question why Powell is launching QE when the economy is supposedly stable (and just weeks after Trump said the Fed should do “some QE”), to wit:

TRUMP RIDS MAJOR U.S. CONTAINER PORT OF CHINESE COMMUNIST CONTROL

Under a long-term deal sealed by the Obama administration, a Chinese Communist company was set to control the second-busiest container port in the United States. In an unreported Trump administration victory, the Communists are out after a drawn-out national security review forced a unit of China-based COSCO Shipping Holdings Co. (Orient Overseas Container Line OOCL) to sell the cherished container terminal business, which handles among the largest freight of imports into the U.S.

It all started with a 40-year container terminal lease between the Port of Long Beach in southern California and Hong Kong. The Obama administration proudly signed the agreement in 2012 giving China control of America’s second-largest container port behind the nearby Port of Los Angeles. One of the Trump administration’s first big moves was to get the Communists out of the Port of Long Beach. After a national security review and federal intervention, the Long Beach terminal business, which handles millions of containers annually, is finally being sold to an Australian company called Macquarie Infrastructure Partners. That essentially kills China’s decades-long contract with the Obama administration.

The deal never should have been signed in the first place considering the facility’s size, significance and the national security issues associated with a hostile foreign government controlling it. The southern California port is the premier U.S. gateway for trans-Pacific trade, according to its website, and handles trade valued at more than $194 billion annually.

It is one of the few ports that can accommodate the world’s largest vessels and serves 140 shipping lines with connections to 217 seaports around the world. The facility encompasses 3,200 acres with 31 miles of waterfront, 10 piers,??62 berths and 68 post-Panamax gantry cranes. In 2018, the Long Beach port handled more than??8 million container units, achieving the busiest year in its history.

Removing Chinese Communists from this essential port is a tremendous feat and a huge victory for U.S. national security. You’d never know it because the media, consumed with the impeachment debacle, has ignored this important achievement. The only coverage of the finalized transfer is found in Long Beach’s local newspaper, which published a brief article omitting important background information on the Trump administration’s work to take back the terminal from the Communists. The story makes it seem like a regular business transaction in which “a Chinese state-owned company, reached a deal to sell the terminal, one of the busiest in the port, for $1.78 billion.”??The piece also quotes the Port of Long Beach’s deputy executive director saying that the transaction process was intricate and involved one of “our most valuable port assets.”

Buried at the bottom of the article is a sentence mentioning that the U.S. government, which regulates mergers for antitrust and security reasons, stepped in and required COSCO to sell its rights to the container terminal.

In the last few years China has bought cargo ports throughout the world, including in Latin America, the Indian Ocean and Mediterranean Sea. Chinese-owned ports are located in Greece, Italy, Spain and other European locations. In sub-Saharan Africa there are dozens of existing or planned port projects funded or operated by China, according to a study that highlights the threat the Chinese investments present to U.S. influence in the region. One troubling analysis points out that “COSCO’s commercial expansion has created leverage for Beijing   leverage that has already resulted in countries that host COSCO ports adopting China’s position on key international issues.”

Dozens of Minor Victims Who Were Being Actively Abused by the Users of the Site Rescued

Jong Woo Son, 23, a South Korean national, was indicted by a federal grand jury in the District of Columbia for his operation of Welcome To Video, the largest child sexual exploitation market by volume of content. The nine-count indictment was unsealed today along with a parallel civil forfeiture action. Son has also been charged and convicted in South Korea and is currently in custody serving his sentence in South Korea. An additional 337 site users residing in Alabama, Arkansas, California, Connecticut, Florida, Georgia, Kansas, Louisiana, Maryland, Massachusetts, Nebraska, New Jersey, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Texas, Utah, Virginia, Washington State and Washington, D.C. as well as the United Kingdom, South Korea, Germany, Saudi Arabia, the United Arab Emirates, the Czech Republic, Canada, Ireland, Spain, Brazil and Australia have been arrested and charged.

Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division, U.S. Attorney Jessie K. Liu for the District of Columbia, Chief Don Fort of IRS Criminal Investigation (IRS-CI) and Acting Executive Associate Director Alysa Erichs of U.S. Immigration and Customs Enforcement (ICE)’s Homeland Security Investigations (HSI), made the announcement.

“Darknet sites that profit from the sexual exploitation of children are among the most vile and reprehensible forms of criminal behavior,” said Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division. “This Administration will not allow child predators to use lawless online spaces as a shield. Today’s announcement demonstrates that the Department of Justice remains firmly committed to working closely with our partners in South Korea and around the world to rescue child victims and bring to justice the perpetrators of these abhorrent crimes.”

“Children around the world are safer because of the actions taken by U.S. and foreign law enforcement to prosecute this case and recover funds for victims,” said U.S. Attorney Jessie K. Liu. “We will continue to pursue such criminals on and off the darknet in the United States and abroad, to ensure they receive the punishment their terrible crimes deserve.”

“Through the sophisticated tracing of bitcoin transactions, IRS-CI special agents were able to determine the location of the Darknet server, identify the administrator of the website and ultimately track down the website server’s physical location in South Korea,” said IRS-CI Chief Don Fort. “This largescale criminal enterprise that endangered the safety of children around the world is no more. Regardless of the illicit scheme, and whether the proceeds are virtual or tangible, we will continue to work with our federal and international partners to track down these disgusting organizations and bring them to justice.”

“Children are our most vulnerable population, and crimes such as these are unthinkable,” said HSI Acting Executive Associate Director Alysa Erichs. “Sadly, advances in technology have enabled child predators to hide behind the dark web and cryptocurrency to further their criminal activity. However, today’s indictment sends a strong message to criminals that no matter how sophisticated the technology or how widespread the network, child exploitation will not be tolerated in the United States. Our entire justice system will stop at nothing to prevent these heinous crimes, safeguard our children, and bring justice to all.”

According to the indictment, on March 5, 2018, agents from the IRS-CI, HSI, National Crime Agency in the United Kingdom, and Korean National Police in South Korea arrested Son and seized the server that he used to operate a Darknet market that exclusively advertised child sexual exploitation videos available for download by members of the site. The operation resulted in the seizure of approximately eight terabytes of child sexual exploitation videos, which is one of the largest seizures of its kind. The images, which are currently being analyzed by the National Center for Missing and Exploited Children (NCMEC), contained over 250,000 unique videos, and 45 percent of the videos currently analyzed contain new images that have not been previously known to exist.

Welcome To Video offered these videos for sale using the cryptocurrency bitcoin. Typically, sites of this kind give users a forum to trade in these depictions. This Darknet website is among the first of its kind to monetize child exploitation videos using bitcoin. In fact, the site itself boasted over one million downloads of child exploitation videos by users. Each user received a unique bitcoin address when the user created an account on the website. An analysis of the server revealed that the website had more than one million bitcoin addresses, signifying that the website had capacity for at least one million users.

The agencies have shared data from the seized server with law enforcement around the world to assist in identifying and prosecuting customers of the site. This has resulted in leads sent to 38 countries and yielded arrests of 337 subjects around the world. The operation has resulted in searches of residences and businesses of approximately 92 individuals in the United States. Notably, the operation is responsible for the rescue of at least 23 minor victims residing in the United States, Spain and the United Kingdom, who were being actively abused by the users of the site.

In the Washington, D.C.-metropolitan area, the operation has led to the execution of five search warrants and eight arrests of individuals who both conspired with the administrator of the site and were themselves, users of the website. Two users of the Darknet market committed suicide subsequent to the execution of search warrants.

Amongst the sites users charged are:

Charles Wunderlich, 34, of Hot Springs, California, was charged in the District of Columbia with conspiracy to distribute child pornography;

Brian James LaPrath, 34, of San Diego, California, was arrested in the District of Columbia, for international money laundering; and was sentenced to serve 18 months in prison followed by three years of supervised release;

Ernest Wagner, 70, of Federal Way, Washington, was arrested and charged in the District of Columbia with conspiracy to distribute child pornography;

Vincent Galarzo, 28, of Glendale, New York, was arrested and charged in the District of Columbia with conspiracy to distribute child pornography;

Michael Ezeagbor, 22, of Pflugerville, Texas, was arrested and charged in the District of Columbia with conspiracy to distribute child pornography;

Nicholas Stengel, 45, of Washington, D.C., pleaded guilty to receipt of child pornography and money laundering and was sentenced to serve 15 years in prison followed by a lifetime of supervised release;

Eryk Mark Chamberlin, 25, of Worcester, Massachusetts, pleaded guilty to possession of child pornography and is pending sentencing;

Jairo Flores, 30, of Cambridge, Massachusetts, pleaded guilty in the District of Massachusetts to receipt and possession of child pornography and was sentenced to serve five years in prison followed by five years of supervised release;

Billy Penaloza, 29, of Dorchester, Massachusetts, pleaded guilty in the District of Massachusetts to possession and receipt of child pornography. His sentencing is scheduled for Oct. 22, 2019;

Michael Armstrong, 35, of Randolph, Massachusetts, pleaded guilty in the District of Massachusetts, to receipt and possession of child pornography. He was sentenced to serve five years in prison followed by five years of supervised release. Restitution will be determined at a future date;

Al Ramadhanu Soedomo, 28, of Lynn, Massachusetts, pleaded guilty to possession of child pornography and was sentenced in the District of Massachusetts (Boston), to serve 12 months and one day followed by five years of supervised release;

Phillip Sungmin Hong, 24, of Sharon, Massachusetts, pleaded guilty in the District of Massachusetts (Boston), to receipt and possession of child pornography and is pending sentencing;

Eliseo Arteaga Jr., 28, of Mesquite, Texas, pleaded guilty in the Northern District of Texas to possession of prepubescent child pornography. He is pending sentencing;

Richard Nikolai Gratkowski, 40, of San Antonio, Texas, a former HSI special agent, was arrested in the Western District of Texas. Gratkowski pleaded guilty to the indictment charging one count of receipt of child pornography and one count of access with intent to view child pornography. Gratkowski was sentenced to serve 70 months in prison followed by 10 years of supervised release, and ordered to pay $35,000 in restitution to seven victims and a $10,000 assessment;

Paul Casey Whipple, 35, of Hondo, Texas, a U.S. Border Patrol Agent, was arrested in the Western District of Texas, on charges of sexual exploitation of children/minors, production, distribution, and possession of child pornography. Whipple remains in custody awaiting trial in San Antonio;

Michael Lawson, 36, of Midland, Georgia, was arrested in the Middle District of Georgia on charges of attempted sexual exploitation of children and possession of child pornography. He was sentenced to serve 121 months in prison followed by 10 years of supervised release following his plea to a superseding information charging him with one count of receipt of child pornography;

Kevin Christopher Eagan, 39, of Brookhaven, Georgia, pleaded guilty to possession of child pornography in the Northern District of Georgia;

Casey Santioius Head, 37, of Griffin, Georgia, was indicted in the Northern District of Georgia for distribution, receipt, and possession of child pornography;

Andrew C. Chu, 28, of Garwood, New Jersey, was arrested and charged with receipt of child pornography. Those charges remain pending;

Nader Hamdi Ahmed, 29 of Jersey City, New Jersey, was arrested in the District of New Jersey, for sexual exploitation or other abuse of children. Ahmed pleaded guilty to an information charging him with one count of distribution of child pornography. He is scheduled to be sentenced Oct. 1, 2019;

Jeffrey Lee Harris, 32, of Pickens, South Carolina, pleaded guilty in the District of South Carolina for producing, distributing, and possessing child pornography;

Laine Ormand Clark Jr., 27, of Conway, South Carolina, was arrested and charged in U.S. District Court in South Carolina Division for sexual possession of child pornography;

Jack R. Dove III, 38, of Lakeland, Florida, was arrested in the Middle District of Florida for knowingly receiving and possessing visual depictions of minors engaged in sexually explicit conduct;

Michael Matthew White, 39, of Miami Beach, Florida, was arrested in the Southern District of Florida for coercion and enticement;

Nikolas Bennion Bradshaw, 24, of Bountiful, Utah, was arrested in the State of Utah, and charged with five counts of sexual exploitation of a minor, and was sentenced to time served with 91 days in jail followed by probation;

Michael Don Gibbs, 37, of Holladay, Utah, was charged in the District of Utah with receipt of child pornography and possession of child pornography;

Ammar Atef H. Alahdali, 22, of Arlington, Virginia, pleaded guilty in the Eastern District of Virginia to receipt of child pornography and was sentenced to serve five years in prison and ordered to pay $3,000 in restitution;

Mark Lindsay Rohrer, 38, of West Hartford, Connecticut, pleaded guilty in the District of Connecticut to receipt of child pornography and was sentenced to serve 60 months in prison followed by five years of supervised release;

Eugene Edward Jung, 47, of San Francisco, California, was indicted in the Northern District of California on possession of child pornography and receipt of child pornography;

James Daosaeng, 25, of Springdale, Arkansas, pleaded guilty to possession of child pornography and was sentenced in the Western District of Arkansas (Fayetteville) to serve 97 months in prison followed by 20 years of supervised release;

Alex Daniel Paxton, 30, of Columbus, Ohio, was arrested and indicted in Franklin County Ohio Court of Common Pleas for pandering sexually oriented matter involving a minor;

Don Edward Pannell, 32, of Harvey, Louisiana, pleaded guilty in the Eastern District of Louisiana for receipt of child pornography. He is pending sentencing;

Ryan Thomas Carver, 29, of Huntsville, Alabama, was arrested and charged under Alabama State Law. He was charged federally in the Northern District of Alabama with possession of child pornography. His case is pending in Huntsville, Alabama;

Alexander Buckley, 28, of the United Kingdom, pleaded guilty to 10 offences in the UK of possession and distribution of indecent images of children, possession of extreme and prohibited images and possession of a class A drug. He was sentenced to serve 40 months in prison for the distribution of indecent images and possession of class A drugs. Buckley is also subject to an indefinite Sexual Harm Prevention Order;

Kyle Fox, 26, of the United Kingdom, pleaded guilty to 22 counts including rape, sexual assault, and sharing indecent images, and was sentenced to serve 22 years in prison; and

Mohammed Almaker, 26, of Fort Collins, Colorado, was arrested in the Kingdom of Saudi Arabia (KSA), charged with KSA Law involving the endangerment of children. He is awaiting judicial proceedings in furtherance of criminal charges.

A forfeiture complaint was also unsealed today. The complaint alleges that law enforcement was able to trace payments of bitcoin to the Darknet site by following the flow of funds on the blockchain. The virtual currency accounts identified in the complaint were allegedly used by 24 individuals in five countries to fund the website and promote the exploitation of children. The forfeiture complaint seeks to recover these funds and, ultimately through the restoration process, return the illicit funds to victims of the crime.

The charges in the indictment are merely allegations, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

The international investigations were led by the IRS-CI, HSI and the NCA. The Korean National Police of the Republic of Korea, the National Crime Agency of the United Kingdom and the German Federal Criminal Police (the Bundeskriminalamt), provided assistance and coordinated with their parallel investigations. The Department of Justice’s Office of International Affairs of the Criminal Division provided significant assistance.

The cases are being handled by Assistant U.S. Attorneys Zia M. Faruqui, Lindsay Suttenberg, and Youli Lee, Paralegal Specialists Brian Rickers and Diane Brashears, Legal Assistant Jessica McCormick, and Records Examiner Chad Byron of the U.S. Attorney’s Office for the District of Columbia and Trial Attorney C. Alden Pelker of the Criminal Division’s Computer Crime and Intellectual Property Section. Additional assistance has been provided by Deputy Chief Keith Becker and Trial Attorney James E. Burke IV of the Criminal Division’s Child Exploitation and Obscenity Section, and former U.S. Attorney’s Office Paralegal Specialists Toni Anne Donato and Ty Eaton.

AT AN upcoming summit in early December, NATO is expected to declare space as a “warfighting domain”, partly in response to new developments in technology.

If it does declare space a war zone, NATO could start using space weapons that can destroy satellites or incoming enemy missiles

But what is this technology and how could it enable a war?
In a recent first for space technology, Russia has launched a commercial satellite specifically designed to rendezvous with other satellites.

The purpose of this vehicle is peaceful: it will perform maintenance tasks on other satellites in orbit.

The fact that commercial companies have this capability probably means that it already exists for global military powers.

This has caught the attention of NATO.

If a country or company can manoeuvre its own satellites into close proximity of others, then it can do so for military or sabotage purposes   potentially without detection.

Another development is France’s recent announcement that it will build “bodyguard” satellites armed with either machine guns or lasers.
This follows an announcement that the US will launch a space force in 2018. Many other nations may soon follow suit.

Electronic warfare
But how would sabotage and warfare happen exactly? One method involves firing an intense beam of microwave radiation at an object.

In fact, such concepts have been tested before by the police as a means of bringing a speeding car to a halt by disabling electrical devices on the vehicle.

Such a concept deployed on satellites would constitute a “directed-energy weapon”, enabling nations to disable other countries’ satellites without creating large clouds of orbital debris.

You could potentially make such an attack look like an accident and deny involvement.

The use of “radio jamming” to disrupt radar and communications dates back to World War II.

By swamping a radio receiver with, effectively, radio noise, one can obscure the reception of genuine signals and render the system inoperative..

This is a little like trying to spot the light from a candle against the glare of car headlights.
Satellites are thoroughly tested for self generated radio noise before going into space.

But if a “hostile” satellite nearby were to deliberately direct broadband radio transmissions at the target satellite, then communications could be completely disrupted.

Space-based electronic warfare is likely to become an increasing concern for military planners.
In fact, many military services on Earth now depend on space technology to work.

Kinetic kills and lasers
By far the most obvious method of interfering with a satellite is a solid projectile.

Moving satellites have very high kinetic energy and momentum. If a slower moving object can be placed briefly in the path of a satellite, then the resultant collision will be particularly devastating.

These so called “kinetic kills” have previously only been used to take satellites out of commission at the end of their life, with the US, Russia China, and India demonstrating their ability to perform this.

This type of removal consists of a ground-launched missile aimed at the satellite.

If aimed at an adversary satellite, such a missile would be fairly obvious and could be tracked by other nations using radar.

A more subtle method would be to destroy a satellite owned by the country or company launching the missile and aim to produce as much debris as possible, which then lies in the orbital path of the intended target.

This could look like an accident and actually accidently occurred in 2007.

As far as kinetic weapons in space are concerned, machine guns are generally problematic due to the recoil involved.

If the weapon is fired at any angle which is not in the exact direction of the orbital path the satellite is travelling along, then a torque will be applied, rapidly changing the direction of it.

The idea of kinetic weapons has been attempted before.
The Soviet space station Salyut-3, for example, was armed with a rapid fire cannon in the mid 1970s.

Lasers are also being considered as defensive weapons, with the idea being to take out attacking satellites’ solar panels.

With no power, the satellite will be unable to communicate with the ground station and is essentially lost.

The recoil from a laser is much smaller and the lack of atmosphere would allow them to perform better than on the Earth’s surface.

A laser could be used to blind instrumentation on an opposing satellite thereby reducing the efficacy of either rendezvous or aiming software.

The most likely satellites to be targeted would be those dedicated to communication or observing.

With the newest research satellites able to take images down to a 30cm resolution, military versions are likely to be even better.

A nation with no communication facilities or ability to observe others will never know who has launched an attack against them.

But what would a space war look like from Earth? While sci-fi films have conditioned us to believe that space lasers would use visible light, shorter wavelengths actually produce more power..
Any observers on the surface would be unlikely to directly see any effects from space warfare, unless a kinetic kill actually breaks a spacecraft up   with debris lighting up as it re-enters the atmosphere.

That said, attacks could still affect our lives on Earth, disturbing GPS, television services and even cash withdrawals.

Nuclear weapons?
The use of nuclear weapons and weapons of mass destruction in space is currently banned under the Outer Space Treaty and the Comprehensive Nuclear-Test Ban Treaty.

But not all nuclear armed nations have ratified the latter, including the US and North Korea.

A small number of nuclear tests in space were conducted in the 1960s including Starfish Prime.
These resulted in artificial radiation belts forming around the Earth which were still detectable decades after the event   posing a danger for astronauts.

These radiation belts also disabled half a dozen satellites in low Earth orbit.

If the results of Starfish Prime are anything to go by, then clearly it would take only a handful of nuclear detonations to make space unusable for any satellites for decades to come.
Given the options now becoming available, it seems important to remember that, under the Outer Space Treaty, space is supposed to be used only for peaceful purposes and remain the domain of “all mankind”.

MPs demand Zelensky, Trump investigate suspicion of U.S.-Ukraine corruption involving $7.4 bln

KYIV. Nov 20 (Interfax-Ukraine) – Ukrainian members of parliamenthave demanded the presidents of Ukraine and the United States, Volodymyr Zelensky and Donald Trump, investigate suspicions of the legalization of $7.4 billion by the “family” of ex-President Viktor Yanukovych through the American investment fund Franklin Templeton Investments, which they said has ties to the U.S. Democratic Party.

At a press conference at the Interfax-Ukraine agency on Wednesday, MP Andriy Derkach announced that deputies have received new materials from investigative journalists about international corruption and the participation of Ukrainian officials in it.

“Last week, November 14, the Prosecutor General’s Office (PGO), unnoticed by the media, announced a new suspicion to the notorious owner of Burisma, ex-Ecology Minister Zlochevsky. According to the suspicion, the Yanukovych family is suspected, in particular, with legalizing (laundering) of criminally obtained income through Franklin Templeton Investments, an investment fund carrying out purchases of external government loan bonds totaling $7.4 billion,” Derkach said.

With reference to the investigation, he emphasized: it was money criminally obtained by the “family” of Yanukovych and invested in the purchase of Ukrainian debt in 2013-2014.

For his part, MP Oleksandr Dubinsky from the Servant of the People faction said that according to investigators, “the Yanukovych ‘family’ illegally obtained $7.4 billion and laundered the funds through an investment fund close to some representatives of the U.S. Democratic Party in the form of external government loan bonds.”

Meanwhile, Derkach said that several facts indicate Franklin Templeton Investments’ relationship with the U.S. Democratic Party.

“The son of Templeton’s founder, John Templeton Jr., was one of President Obama’s major campaign donors. Another fund-related character is Thomas Donilon. Managing Director of BlackRock Investment Institute, shareholder Franklin Templeton Investments, which has the largest share in the fund. It is noteworthy that he previously was Obama’s national security advisor,” Derkach said.

The MP said that the presidents of Ukraine and the United States should combine the efforts of the two countries to establish facts of corruption and money laundering with the participation of citizens of both countries.

“President Zelensky must pick up the phone, dial Trump, ask for help and cooperation in the fight against corruption and fly to Washington. The issue of combating international corruption in Ukraine with the participation of citizens, businessmen and U.S. officials should become a key during the meeting of the two presidents,” he said.

Derkach said as a result of the meeting, it is necessary to build interaction between the Ukrainian investigating authorities and the U.S. Department of Justice to obtain information about the organizers of the bond issue, clients and beneficiaries of investment funds for each purchase, interrogate fund officials, etc.

As reported, on October 9, 2019, Derkach published official correspondence between NABU and the U.S. Embassy, according to which the first deputy of the National Anti-Corruption Bureau of Ukraine (NABU), Gizo Uglava, through his assistant Polina Chyzh, for a long time provided the U.S. Embassy with information that negatively affected the course of events in Ukraine and the United States.

Derkach said Chyzh received instructions from the representative of the U.S. Embassy in Ukraine Hanna Emelyanova to provide information on the case involving Zlochevsky.

Derkach also announced the amount of money transferred to representatives of the Burisma Group, including Hunter Biden. According to documents, in general, in favor of Hunter Biden, Alexander Kwasniewski, Alan Apter and Devon Archer, Burisma paid about $16.5 million.

According to Derkach, ex-Prosecutor General Viktor Shokin repeatedly appealed to the NABU Director Artem Sytnyk in the framework of criminal proceedings for Burisma, but constantly received formal responses. The activities of Shokin, according to the MP, irritated then U.S. Vice President Joe Biden during his fifth visit to Kyiv in two years. The visit on December 7-8, 2015, was devoted to solving the issue of Shokin’s resignation for the affairs of Zlochevsky and Burisma, he said.

“The subject of pressure was the $1 billion credit guarantee that the United States should have provided to Ukraine: Biden himself acknowledged the pressure in his speech to the U.S. Foreign Relations Council in January 2018,” Derkach said.
